Trait Medal #84 (専用覚醒メダル #87 Sen'yō Kakusei Medaru #87, lit. "Dedicated Awakening Medal #87") can be used to add or re-roll a trait on Xigbar [+].
In the Japanese version, Dedicated Awakening Medal #87 was available during 02/13/19 - 02/23/19 New XIII Event, "Organization XIII Draw", and Xigbar [+] Board.
In the English version, Trait Medal #84 was available during the 02/13/19 - 02/23/19 NEW XIII Event, "The XIII Falling Price Deal", and Xigbar [+] Board.[1][2][3]
