Sonic Blitz/Dark End Clarification

The in-game description suggests that they get stronger only by using special attacks in direct sequence, so using a normal attack (tap-whack or spin to win) resets them. Some say that they have a hidden counter that rises with each special attack use and resets only when they are used or a battle ends. Which is it? Furthermore, how many special attacks does it take to hit maximum force? Do we also know how many turns it takes for Blitz Raid to hit maximum, what the HP ranges are for HP-sacrificing medals, and any other such ranges? They definitely aren't reset, and my recollection is that they power up over the entire course of the battle. We'd have to check, tho.

Sonic Blitz/Dark End: Those do reset when used, though, right? Someone said that their maximum power is reached after building up a counter of 4 before using them, which makes Sonic Blitz X+0.29(N), where X is the low special and N is the number of other specials used before this one, and Dark End is X+0.36(N) by the same standard.
It's exactly a 90% (current) sacrifice, yes, but I'm looking at the special range. It's a 0.37 difference, 0.4 for Pain & Panic. From what I've seen, they're stronger when you sacrifice a lot of HP and weaker when you have less to pay for them. Er, proportionally, that is; I'm quite certain that unlocking more HP nodes does nothing to this. I was wondering whether or not anyone knows the actual conversion of how much of a percentage (of max) of your sacrificed HP converts to how much of a special boost. Does their power bottom out when you're at 10% (max) HP or even lower, or perhaps higher? A 90% (max) payment will obviously give you full force, but can you also get full force if you pay about 80% (max) by taking some damage first? It'd be easy to tell where the cutoff points are and thus divide that up for the special ranges if I had two of such medals, but alas, my only access is via friend medals, right now.
